[ROSA Hypershift] Public subnet definition didn't retained when user navigate from "Review and create" page using "Edit step" option.

      Description of problem:

      In ROSA hypershift cluster wizard flow, Once user reached to "Review and create" page, user has used "Edit step" option on "Account and roles" section and  to navigate the same step in wizard. User now navigated to each steps such as Cluster settings , machine pool ,networking etc from wizard and encountered that the public subnet definition under "Networking > Cluster privacy" doesn't retained original value. Hence user has to re-enter it. This is wrong behavior i.e. initially selected value should be retained under private subnet field.

      Steps to Reproduce:

      1. Open OCM UI staging.
      2. Open ROSA wizard  with control plane type selection as "Hosted".
      3. Fill all required fields from each step and reach to "Review and create" page.
      4. Click "Edit step" option against the "Account and roles".
      5. Click "Next" button from each step and reach to "Networking > Cluster privacy" step.
      6. See the behavior of public subnet field.

      Actual results:

      At step 6, initially selected public subnet  value is not retained in the field and user forced to reselect the value.

      Expected results:

      At step 6, initially selected public subnet  value should be retained in the field.
