Implement cluster ID route for cluster details page

      User story:

      There are 2 different route we support to access cluster details:
      /openshift/details/s/<subscriptionId>
      /openshift/details/<clusterId>

      The first it the main one we use in the UI and does not need updating since AMS remains global.

      If the second is referenced externally, perhaps through SRE-generated emails, then we'll need to support a new format for it that includes the rh-region identification so that we retrieve the cluster from the correct CS instance and then the corresponding subscription from global AMS.
