[OCMUI QE] Update cluster list test case flow when no clusters are available.

      Currently cypress/e2e/clusters/ClusterList.js test case didn't handle the situation when no clusters are available from OCM UI cluster list page. If no clusters are available eventually the first step will fail. To avoid the situation , we may need to differentiate the checkpoints from the test case definition.
