User story:
Users will have the ability to filter the multi-region cluster list by cloud provider region.
Acceptance criteria:
- Users can filter clusters by cloud region. For example: us-east-1, us-west-1, etc. This allows the user to filter by multiple cloud regions (for example us-east-1 or us-west-1).
- The number of clusters in that region will be listed by each selection

More information needed
- Each region is within a cloud provider. How does the user know which provider a region is associated with? For example, both GCP and AWS have a region called "us-east-1".
- Some clusters may not have either a provider nor a region associated (for example disconnected clusters). Do we allow users to filter by this?
- Some clusters may have a provider but the region may not be known (rare) Do we allow users to filter by this?
- Do we show regions that have no clusters associated with it?
- Do we just show regions that are returned when getting multi-region regions (for example: https://api.stage.openshift.com/static/ocm-shards.json) or do we show all regions (across providers)?
