Cluster list filtering

      User story:

      The multi-region cluster list can be filtered by cluster name, cluster type, and "only my clusters".  Note - this will allow the same filtering options currently available for the non-regional cluster list.

      Acceptance criteria:

      • Allows filtering by "View only my clusters"
      • Filter  clusters by name including partial match
      • Filter clusters by id including partial match
      • Filter clusters by cluster type.  For example: OCP, OSD, ROSA, etc.  This allows the user to filter by multiple cluster types (for example OCP and OSD).
      • The Create cluster button is visible and brings the user to the "Select an OpenShift cluster type to create" page
      • The Register cluster button is visible and brings the user to the "Register disconnected cluster" page
      • The "View cluster archives" link is visible and brings the user to "Cluster Archives" page

      NOTE:

      When a user changes a filter option, all the cluster data will be prefetched - this means that a user may see the "loading" skeletons and partial data matches while the data is being fetched.
