In recent Cypress smoke runs https://ci.int.devshift.net/job/service-uhc-portal-ocm-cypress-smoke/553/console it has been recorded that rosa cli container fails to run and always failing. This block the cypress pre-step runs in QEs execution flow. We need to investigate and fix the issue.
