[OCM UI] Tests on Cost management data against OCM UI definitions.

      We have seen issues that dashboard layout crashing when cost management cluster data present. See more  OCMUI-1545 .
      OCM UI QE side, We would need to introduce and perform the tests against the Cost management cluster data against the dashboard and other related areas. 

      Acceptance criteria,

      1. Configure OCP clusters with Cost management configuration.
      2. Introduce and perform the tests against OCM UI areas that reflect the cost management definition (Ex: OCM UI dashboard section).
      3. Create appropriate documentation for the future reference as well as test case to cover the scenario.
