Description of the issue
User has created OSD (non CCS + GCP) cluster . The inline capabilities are enabled for the OCM Org. But it looks like the networking tab is hidden on the cluster. Looks wrong behavior.
OCM capabilities details as below

See the behavior difference between staging and production for same cluster in the attached recording.
Steps to Reproduce:
- Launch OCM UI staging.
- Install an OSD non CCS GCP cluster
- Once the cluster is ready, Open the cluster overview details page.
- See the presence of Networking tab.
Actual results:
Networking tab is missing from OSD non CSS GCP cluster even after enabling the capabilities as mentioned above.
Expected results:
Networking tab should be shown for an OSD non CSS GCP cluster after enabling OCM org capabilities as mentioned above.
