Description of the issue

In "Cluster details" is not anymore possible to add machine pool because a false quota error . The amount of quota is enough and the machine pool can be successfully added through the ocm cli.

Steps to Reproduce:

1. Open OCM UI staging.
2. Open a ROSA or OSD cluster 
3. Go to the machine pool tab
4. Observe "Add machine pool" button

Actual results:

The button is disabled and hovering it you can see a balloon about the false quota error.

Expected results:

The button should be enabled and clicking it you should be able to create a new machine pool.
