We need to make sure that the OCM overview page with the product listings and description shows up even when customers have clusters. Currently, the OCM overview navigation item links to the "Dashboard" which shows the aggregated cluster information with metrics and insights.
The UX team will provide a mockup of the screens for the OCM overview for both day-0 (empty state when customers have no clusters) and day-1/day-2 (when customers have clusters).
