Description of the issue
User initially chosen control type as classic and proceed till the step cluster settings -> details step from wizard. In details step user has enabled both checkboxes i.e. Encrypt etcd with a custom KMS key and Enable FIPS cryptography. Later user has moved back to control plane step and chosen type as hosted and reached to cluster settings -> details again. In this step, the checkbox "Encrypt etcd with a custom KMS key" is disabled and selected wrongly.User has no option to disable this settings anymore.

Steps to Reproduce:

1. Launch OCM UI staging.
2. Select control plane type as classic and proceed to next steps.
3. Reach to Cluster settings> details step.
4. Select the checkboxes Encrypt etcd with a custom KMS key and Enable FIPS cryptography
5. Click "Back" button multiple times and reach to control plane step.
6. Select the control plane as Hosted and proceed to next steps.
7. Reach to Cluster settings> details step.
8. See the  Encrypt etcd with a custom KMS key checkbox behavior.

Actual results:

At step 8, The " Encrypt etcd with a custom KMS key" checkbox is selected and disabled. User has no way to change the status.

Expected results:

At step 8, The " Encrypt etcd with a custom KMS key" checkbox should be enabled so that user could make the changes such as select or deselect as per the requirement
