[ROSA] Adding a note in the Settings section under Node draining

      Actual results:

      nothing show up and customer can possibly think the value was take for the upgrade.

      Expected results:

      not possible to hit the save button grey out. Or error message.
      
      Also a note in the documentation and in the UX :
      It should be noted that the node drain grace period cannot be changed once the upgrade process has begun.

      Additional info:

      I would suggest to add in this section a Note: It should be noted that the node drain grace period cannot be changed once the upgrade process has begun.

      In the section Node Draining. We should add a note like this: You cannot change the node drain grace period after you start the upgrade process.
