[ROSA Hypershift]Introduce the tooltip text during mouse hover(in case of shorten subnet names) in subnet drop-downs

      Description of the issue

      In ROSA hypershift wizard flow, in case the subnet names are shorten in subnet drop-down list then we should show the full subnet name during mouse hover action in the list. Currently it create difficulties to recognize in case of larger subnet names as seen below.

      Steps to reproduce:

      1. Launch OCM UI staging.
      2. Open a ROSA wizard and move forward with Hosted control plane flow.
      3. Reach to machine pool step.
      4. Select the a VPC (make sure it has private subnets with larger names)
      5. Try to select the subnet names from the machine pool dropdown.
      6. See the behavior

       

      Actual results:
      The larger subnet names are shorten as seen above and no tooltip text associated to the dropdown makes difficulties to identify /select the subnets.

      Expected results:

      Include the tooltip text on larger subnet names that are shorten from subnet dropdown.
