Wizard OSD v2 - Next button loading symbol flicker

      The Next button loading symbol is being re-rendered too many times as shown in the video attached to this MR comment: https://gitlab.cee.redhat.com/service/uhc-portal/-/merge_requests/4011#note_6145462.

      An observation we might want to tend to later and/or track, it seems like there are multiple loading icons that appear in the OSD footer's Next button on-click.

      It should instead be 1 fluid loading symbol until an eventual resolution.
