[Hypershift-ROSA] Node draining dropdown is not present on the Cluster update strategy webpage

      Steps to reproduce:

      • Launch OCM Staging UI.
      • Open ROSA Hypershift wizard.
      • Create and link OCM roles, User roles, and account roles.
      • Provide all valid details on the Machine Pool webpage.
      • Select the cluster type as Public and click on the Next button
      • Check use default values and click on the Next button.
      • Select OIDC Config ID from the dropdown and click on the Next button
      • Provide all valid details and navigate to the Cluster Update page
      • Once the user is on the cluster updates page, notice the fields on the page

      Expected Result
      There should be radio buttons Individual, Recurring, and dropdown "Node Draining".

      Actual result
      The update type is present but there is no "Node Draining" dropdown on the webpage.
