[OSD Wizard] Add '! Field is required' when cluster name field is blank

      Steps to reproduce:

      • Launch OCM Staging UI in Safari 17.2.1 version.
      • Open OSD wizard.
      • Select subscription as "Annual fixed capacity subscription" and Infrastructure type as either "Red Hat account" or "Customer cloud subscription".
      • Click "Next" and choose any of the cloud providers.
      • On the cluster details page, click inside the Cluster name field, leave the field blank, and click outside again.

      Expected Message
      The cluster name field should be underlined in red and validation error message under the field should be: "( ! ) Field is required" like other required form fields.

      Actual Message
      Error message '1-54 characters' is shown to the user
