[Tech Preview] Change Alibaba Cloud from IPI to Assisted Installer in console.redhat.com in OCP 4.16

      For OpenShift 4.16, we want to remove IPI support (currently Tech Preview) for Alibaba Cloud support (OCPSTRAT-1042). Instead we want it to make it Assisted Installer (Tech Preview) with the agnostic platform for Alibaba Cloud in OpenShift 4.16 (OCPSTRAT-1149).

      This needs to go-live when OpenShift 4.16 GA's.

       

      Changes requested:
      1. Change Alibaba Cloud to say it's using the Interactive method (vs. Full Stack Automation/IPI method). See "existing-console-1."
      2. Change the next page to point to the Assisted Installer workflow for platform=none.  Change "existing-console-2" to point to what you see in "Assisted Installer with agnostic platform-2."
