[OSD wizard]The VPC drop-down (under VPC setting step) listed RedHat managed VPCs wrongly.

      Description of problem:

      In OSD wizard , VPC Setting step (when Install into existing VPC is enabled) , the VPC drop-down listed both custom VPCs along with RedHat managed VPCs too. This looks wrong. We should only list the non  RedHat managed VPCs from the list of VPCs.

      Steps to Reproduce:

      Pre-condition - You should have some RedHat managed VPCs from below selected region

      1. Open OCM UI staging.
      2. Open an OSD wizard.
      3. Choose Infrastructure type as CCS and choose cloud provider as AWS.
      4. Proceed to next steps and reach to "Cluster details" step.
      5. Select a region. 
      6. Proceed further steps and reach to "Networking" step.
      7. Select the "Install into an existing VPC" option.
      8. Click "Next" button.
      9. Click VPC drop-down and see the list of VPCs

      Actual results:

      The VPC list has shown the both custom VPCs and RedHat managed VPCs as part of the list.

      We should avoid listing RedHat managed VPCs from the list. 

      Expected results:

      Avoid showing or listing the RedHat managed VPCs from the VPC drop-down in "VPC Setting" step.
