[OCM UI] Auto refresh action on "Add machine pool" and "Edit machine pool" dialog creates bad user experience.

      Description of problem:

      It was seen that an auto refresh action on ROSA hypershift or ROSA cluster from UI, will also refreshes the "Add machine pool" or "Edit machine pool" window. This is annoying to the user and we should avoid doing it from the dialogs. This create very bad experience when the cluster is in error (like  network failures) and auto refresh runs frequently.

      Steps to Reproduce:

      1. Open OCM UI staging.
      2. Select a ready ROSA Hypershift cluster from cluster list.
      3. Go to machine pool tab.
      4. Open "Add machine pool" dialog or "Edit machine pool" for machine pool.
      5. See the behavior of machine pool dialog during auto refresh on cluster.

      Actual results:

      Every auto refresh the "Add Machine pool" or "Edit machine pool" dialog refreshes and create bad user experience. If the frequency of the auto refresh is high on cluster then the dialog seems unusable.

      Expected results:

      Avoid refresh action on  "Add Machine pool" or "Edit machine pool" dialogs during the auto refresh action  on cluster.
