Steps to Reproduce

1) Create a badly configured VPC (for example: create outbound rules to deny or allow the URL's)
2) Navigate to the ROSA Hypershift cluster creation wizard.
3) Select the region type as Multi-zone and the network type as either Public/Private.
4) Click on the checkbox Install into existing VPC and click on the next button.
5) Select the above-created VPC from the dropdown and provide the public subnet in case of a Public cluster.
6) Click on the next button in the consecutive screens and then submit the cluster details by clicking the create cluster button.

Expected Result
The Network validation step should fail and the verifier check named "Rerun network validation" should run after the user clicks the button.

Actual Result
The Network validation fails and the verifier check named "Rerun network validation" autoruns even before the user clicks the button.
