User story:

As a user I could get a help text or tip for security group section from both cluster wizard(Day1) and Machine pool dialogs (Day2) so that i'm notified in advance about the fact, the security groups can't be modified or added once machine pool or other node types are  created.

Acceptance Criteria

• Add a help ? icon with a tool tip text about this. ( Security Group section header is an expander toogle and does not work with tooltip )
• Add alert banner (see attached image) to security groups expandable section
• Add a link to the doc (ex: https://docs.openshift.com/rosa/rosa_cluster_admin/rosa_nodes/rosa-managing-worker-nodes.html#creating_machine_pools_ocm_rosa-managing-worker-nodes ) that describe about it.
• Add link to security groups aws console for improved UX
