[OCM-UI] OSD cluster creation immediately goes into an Error state once the network verifier fails

      Steps to Reproduce

      1) Create a badly configured VPC (for example: set the NAT gateways to none or create outbound rules to deny or allow the URL's)
      2) Navigate to the AWS cluster creation wizard.
      3) Select the region type as Multi-zone and the network type as Private
      4) Click on the checkbox Install into existing VPC and click on the next button
      5) Select the above-created VPC from the dropdown and provide the public and private subnets
      6) Click on the next button in the consecutive screens and then submit the cluster details by clicking on the create cluster button.

      Expected Result
      The Network validation step should fail and there should be a verifier check named "Rerun network validation" which can be run before the cluster goes into Ready state.

      Actual Result
      The Network validation step fails and the cluster immediately goes into an Error state. and there is no time gap immediately after the network fails to check to run "Rerun network validation".

      Clicking on the Rerun network validation throws an error as shown below

      CLUSTERS-MGMT-400: The cluster reached 'error' state prior to generating some internal resources. Please run the on demand verification without supplying a Cluster ID for this situation.
