Steps to Reproduce

1) Create a badly configured VPC (for example: set the NAT gateways to none or create outbound rules to deny the URL's)
2) Navigate to the OSD cluster creation wizard.
3) Select the region type as Multi-zone and the network type as either Public or Private
4) Provide the subnets used for the above-created VPC and click on the Create cluster button

Expected Result
The cluster installation should fail and the message
"User action required
To allow this cluster to be fully managed, add these URLs to the allowlist of these subnet firewalls. For more information review the egress requirements or contact Red Hat support" should be a warning message

Actual Result

The cluster installation failed but the message "User action required" is displayed as an Error message.
