Steps to Reproduce

1) Create a badly configured VPC (for example: set the NAT gateways to none or create outbound rules to deny the URL's)
2) Navigate to the Hypershift cluster creation wizard.
3) Select the region type as Multi-zone and the network type as either Public or Private
4) Provide the subnets used for the above-created VPC and click on the Create cluster button

Expected Result
The cluster installation should fail and the cluster should be in failed state.

Actual Result
The cluster installation failed but the cluster is in Ready state.
