Description of problem:
User has selected some of the security groups under the "Additional security groups" section in Networking (enabled with Install into an existing VPC option) > VPC settings step of ROSA wizard. User has navigated between steps example, VPC setting step to Networking then back to VPC settings step or VPC setting step to CIDR step then back to VPC settings again. The " Additional security groups" remains collapsed and which is not good usability experience.
Suggestion is , always expand the "Additional security groups" section during navigation in case already some security groups selected.

Steps to Reproduce:
- Open OCM UI staging.
- Open ROSA wizard and choose control plane as "Classic".
- Go to Networking step and enable the " Install into an existing VPC option"
- Click "Next" button.
- Select a VPC (make sure it has no security group associated) and fill the subnet definitions.
- Expand the "Additional security groups" section.
- Select few security groups.
- Click "Next" button and click "Back" button.
- Click "Back" button and Click "Next" button.
- See the behavior
Actual results:
At step 8 and 9, The " Additional security groups" remains collapsed and never indicated a definition change in this section. This leads to bad usability experience.
Expected results:
At step 8 and 9, The " Additional security groups" should be expanded in case security group definition change i.e. if security groups are selected.
