[ROSA/OSD] Change the text associated to Select VPC drop-down in VPC Settings step from Wizard(With BYOVPC)

      Description of problem:

      The text associated to "Select VPC" drop-down in VPC Settings step (when using install into existing VPC option) from Wizard(With BYOVPC) as below

      This won't make much sense here , as the the BYO-VPC select by the user will be used for control plane, infra and compute/machine pool nodes. So It would be nice to refine the text to avoid confusions. 
      Suggested text will be : Specify a VPC to install your cluster into your selected region:"
      or something more clear.
      Note : Applicable for OSD, ROSA.

      How reproducible:

       Always

      Steps to reproduce:

      1. Launch OCM Staging.
      2. Open ROSA wizard and select control plane type as "Classic"
      3. Proceed to next steps by providing all required values and reach to Networking step.
      4. Check the option" Install into existing VPC" and click "Next" button.
      5. See the text associated to select VPC drop-down.

      Actual results:

      The text associated to "Select VPC" drop-down in VPC Settings step seems confusing as it indicate wrongly for only machine pool definition.

      Expected results:
      Change the text associated to Select VPC drop-down in VPC Settings step to more meaningful and less confusing text.
