Description of problem:

From ROSA Wizard > Networking (enabled with Install into an existing VPC option) > VPC settings page, User has no option to refresh or reload the security groups once its loaded after selection of VPC. This create bad usability experience as user may need to relaunch the wizard or refresh the VPC to fetch new security groups created. The current options will erase (ex: Refresh VPC) all existing selections such as VPC, subnet definitions etc and also takes longer time if there are lot of VPCs available in backend. Hence we need to have refresh option exclusively for security groups section.

Steps to Reproduce:

1. Open OCM UI staging.
2. Open ROSA wizard and choose control plane as "Classic".
3. Go to Networking step and enable the " Install into an existing VPC option"
4. Click "Next" button.
5. Select a VPC (make sure it has no security group associated) and fill the subnet definitions.
6. Expand the "Additional security groups" section.
7. Create new security groups in your VPC.
8. Try to select the newly added security groups.

Actual results:

At step 8, User has no option to select newly added security groups for selected VPC. User has to refresh the VPC or relaunch the wizard.

Expected results:

At step 8, User should have anoption to select newly added security groups by refreshing the Security group section
