When a machine pool is unavailable to upgrade due to it already scheduled to upgrade (aka it has a node upgrade policy) or the control plane version is not an available upgrade version on the machine pool, the icon correctly is shown in the machine pool list but the option to upgrade is (incorrectly) enabled on the action menu.
