Steps to Reproduce
1) Create an HCP cluster with version 4.14.1.
2) Ensure that the cluster is in a ready state.
3) Create a machine pool using CLI with version 4.13.17.
4) Navigate to the machine pool tab in the browser.
5) Click on the help popover icon next to the newly created machine pool.
6) The help icon shows that the machine pool can not be updated as the migration path is not valid.

Expected Result
The user should not be able to schedule an update using the context menu.

Actual Result
The user can schedule an update via the context menu, the machine pool is successfully upgraded to 4.14.1 (or the latest).
