In order to allow observability related plugins to be distributed by COO, the CRDs proposed for the Observability UI Operator need to be migrated into COO. We need to document how to install them in the COO documentation.

This is just a placeholder epic for now because no plugins can be installed yet, so the scope of work and the subtasks for the epic are TBD. The Troubleshooting Plugin (aka Signal Correlation aka Korrel8r) will be the first plugin installable by users in COO 0.4.0
