[TRACING-4127] Add Technology Preview docs for Loki Exporter to RH collector

      Acceptance criteria:

      • Add documentation and technical enablement. Document that the exporter will be deprecated once RH Loki supports OTLP ingestion. The documentation should contain how to send data to Loki.
      • Add Loki to RH build of collector. Test it on OCP with RH supported Loki stack
