The COO 0.2.0 release will add features and components other than monitoring components, so we need to move the COO docs out from underneath the Monitoring book, and into the Observability book instead.

This work will involve the following work:

• update the main topic maps
• refactor the code where needed
• add docInfo.xml file to Gitlab code
• set up Pantheon build for new book
• add Cluster Observability Operator to Observability splash page
