Update metrics-server feature docs from TP to GA

      Update metrics-server docs from Tech Preview to GA. This involves making the following changes:

      • Update the appropriate OCP 4.16 release notes by:
        • Adding a description to the New features and enhancements > Monitoring section - (IS DONE AS PART OF https://issues.redhat.com/browse/OBSDOCS-838)
        • Updating the Tech preview status table for monitoring to indicate GA of the feature  - (DONE)

          		 Remove the Tech Preview admonition from the MetricsServerConfig section Sub-task Closed Undefined Eliska Romanova
          2.
          		 Update the OCP 4.16 release notes for Metrics Server GA Sub-task Closed Undefined Eliska Romanova
