Improve monitoring content for API access

This epic is to track work related to an initiative to improve our current monitoring content that explains how to access monitoring APIs.

This work involves:

• adding an API resource reference that details services and routes
• consolidating, revising, and restructuring existing content to be more consistent and usable
• fixing bugs
