Update the first CLI command in Step 1 of the procedure in https://docs.openshift.com/container-platform/4.14/monitoring/enabling-monitoring-for-user-defined-projects.html#accessing-metrics-from-outside-cluster_enabling-monitoring-for-user-defined-projects. Because of changes to the thanos-querier pod in OCP 4.15+, users trying to query the Thanos Querier API route with the prometheus-user-workload service account token get a "Forbidden" authentication error.
Instead we should instruct them to do something similar to https://docs.openshift.com/container-platform/4.14/monitoring/accessing-third-party-monitoring-apis.html#accessing-third-party-monitoring-web-service-apis_accessing-third-party-monitoring-apis
