secret is created before the project

at https://docs.openshift.com/container-platform/4.13/distr_tracing/distr_tracing_tempo/distr-tracing-tempo-installing.html#distr-tracing-tempo-install-web-console_dist-tracing-tempo-installing

in step 2 a secret is created. in step 3 a project is created. but the secret has to be within the project. so the step should be changed!

setp 2 create project
step 3 create secret
