NetObserv nees to support multiple versions for standalone migration - this is different to coo, otel which only had a single version - similar to logging that needed 6.0-6.2

The standard procedure for multi-version migration is to start with the oldest version and then layer the versions in a chronological order - but I am not sure if that is the best way here...
