With optional in-cluster Monitoring we still need to collect and send telemetry metrics. we want to use the Collection Profiles feature to limit the amount of metrics the remaining prometheus instance will collect.

This epic tracks the development of the automated generation of this profile. Starting with the telemetry whitelist this automation can determine which recording rules and thus which metrics are used.

We need to add the additional service monitors to the respective components (or help the teams do the same)
