[COO] COO 1.1 GA Documentation link for API provided by the Cluster observability operator

      We have COO GA now and there is no details about how to do configuration that can be done with COO , This bug is to add the API available by the COO so the customer can use it for reference

            It looks like the api docs from here:

            are migrated into the downstream docs for monitoring here:
