Add TOC links to OTel Collector component-listing pages

      ContentX_CY25 because of the complaint in https://redhat-internal.slack.com/archives/C05QMPKB6MR/p1738676887036989.

      Component lists are not visible in the docs.redhat.com.

      They are visible in the docs.openshift.com:

      But they are missing in the docs.redhat.com

      This is a temporary workaround until the docs are migrated to the standalone setup.
