To make all of the section headings in the OTEL Configuring the instrumentation page appear in the right-hand TOC (as identified in OBSDOCS-1624),

split modules/otel-config-instrumentation.adoc,

which is included in observability/otel/otel-configuration-of-instrumentation.adoc,

into multiple per-section reference modules.

The end result is elimination of one heading level in the page.
