Update Alertmanager upstream version link for OCP 4.18 release

      Update the link in a note in Configuring Alertmanager to send notifications: 

      Link example: https://prometheus.io/docs/alerting/0.26/configuration/

      Change the version (0.26 in example) to the correct alertmanager version based on the support matrix.
