[per release] Component GA graduations (remove TP notices)

      Remove the Tech Preview notices from GA'd components for OTEL Collector.

      (See the corresponding engineering Jira for the release.)

      Note: For the 3.4 release, this task was included in the RN PR: https://github.com/openshift/openshift-docs/pull/83770/.

      Plan for moving into GA with 3.5:

      • Host Metrics Receiver (clarify that currently it is in GA only for metrics, not for logs!)
      • Kubelet Stats Receiver
