Description of the issue:

We no longer document the logging exporter, as it has been replaced by the debug exporter in recent OTEL collector releases. Customers still using the logging exporter will experience crash loops after an upgrade, as this exporter has been removed and is no longer shipped with the collector.

We need to add a statement of the removal of the logging exporter in the RHOSDT 3.4 release notes so that customers who still have been using the exporter switch to debug exporter and avoid running into the issue.
