bring back the port-forward command as part of CCO troubleshooting

      Advise in the docs that a port-forward command can be used to access the Prometheus or alertmanager user interfaces of instances deployed by COO

      They dont need to create routes! 
      The command was previously in or docs at version 4.8 [1]

       
      $ oc port-forward -n openshift-user-workload-monitoring pod/prometheus-user-workload-0 9090
      

      COO example might be: 

       
      $ oc port-forward -n ns1-coo pod/prometheus-example-coo-monitoring-stack-0 9090
