Add a note similar to the one to be included in the Release Notes for ~~LOG-6330~~ and LOG-6341 that indicates the limitation of OTEL in logging.

Suggested placement is sections 1.4.4.9 but am open to suggestions of other places

Alan will be writing the Release Note text and adding to ~~LOG-6330~~
