[enterprise-4.16] Issue in file observability/distr_tracing/distr-tracing-rn.adoc, operator versions in doc does not match to operator hub.

      Description of problem:

          The version of Red Hat OpenShift distributed tracing platform (Tempo) listed in release note does not match to operator itself in the OCP operator hub.

      Expected results:

      The version from release note and operator hub should be same.

      Additional info:

       

      In Distributed tracing platform v3.2 release note shows Red Hat OpenShift distributed tracing platform (Tempo) 3.2 is based on the open source Grafana Tempo 2.4.1. link

      But from a v4.16 OCP's operator hub, the Tempo operator version is v0.10.0-8
