Finish the OCP 4.17 monitoring doc plan:

• review the scope of doc work to ensure that all 4.17 monitoring features and fixes that require documentation are accounted for
• create new OBSDOCS issues for new and changed 4.17 monitoring features and fixes
• refine docs scope in OBSDOCS with labels must-have or stretch-goal
• When the doc plan is complete, submit for stakeholder feedback and approval
