Add a table to the monitoring docs that lists supported version numbers for all monitoring components for the OCP 4.13 release.

We can use this GH page as a starting point: https://github.com/openshift/cluster-monitoring-operator/blob/master/Documentation/deps-versions.md

My initial thought is that the table be put into a separate reference module file specific for the enterprise-4.13 branch only (i.e. not against the main branch). We would then create a new file for the enterprise branch for every subsequent OCP release.

We should also think about how we want to xref to it from the monitoring section of the main Release Notes for each OCP release.
