The user-workload-monitoring-config ConfigMap is created by default if admin enabled monitoring for user-defined projects. This is the case since the 4.11 version.

Our docs list creating the config map as a prerequisite in many places, while also listing this as a prerequisite:

• A cluster administrator has enabled monitoring for user-defined projects.

Only one of those is needed for the config map to exist.

We should also probably mention somewhere in the docs that the config map is created automatically if user-defined monitoring is enabled.
